Electronic Publisher?

I've got a database and I want to distribute it. However I can not find any instructions how to do so. I'm currently running askSam v 6.1. How do I obtain the Electronic Publisher(EP)? Where do I find instructions on how to install/run/program/use the EP? I checked the link on the askSam homepage to the EP site that tells me what it does, but the "buy now" link takes me to a page to buy askSam, of which I already have. Is it the same program? If so, how do I know if I've got the EP version?
So many questions....
