SurfSaver 6.1 won't install with Vista Home Premium SP3

When I tried to install askSak 7, I received error message as follows: "Error 1601 Windows Installer Service could not be accessed."

Using msconfig, I checked to insure that all Windows Install and Installshield programs were in the Startup and Services On section, rebooted, and still the same result.

I then tried to install SurfSaver and received follwoing error message: "Error 1607 unable to install InstallShield Scripting Runtime."

I then used msconfig to make sure Installshield programs were running and tried again after rebooting with same result.

I checked SurfSaver FAQ's, ran suggested regedit for root\windows32\msiexec.exe .v" in Safe Mode, rebooted, and tried to reinstall both AskSam 7 and Surfsaver with same results with these two error messages.

I am at a dead end, since every other program I have tried to install has worked without any problems.

I am running an HP PC with AMD Quad Core 64x2 5000+ processor with 4MB RAM and Windows Vista Home Premium SP 3 on system.

Any suggestions on how to get both programs installed?
